Integration and cultural policy vis-\u00e0-vis minorities have been on the agenda ever since restoration of independence.<\/p>\n<p>The article examines minorities&#8217; ethnic and linguistic makeup, country of birth, and arrival in Estonia from the aspect of 2000 census data. The article also separately treats the history and reasons that different communities have settled in Estonia. The share of minorities varies from precinct to precinct.
