Local governments and the European Charter of Local Self-Governments (Charter) have had a very important role in the development of Estonian democracy.
The article examines the historical experience of Estonian statehood and the role of local government in today’s world of crises, as well as future directions.
The emergence of cities 100-150 years ago raised social and economic issues among which city management, especially its expedient decentralisation by means of city districts, occupies a prominent place. In the Republic of Estonia, city districts were established in the 1930s.
