The foundation of Estonia’s success may start to totter

Every year there are disputes between the government and local municipalities over money to be allocated from the state budget.

Local governments have been given more and more responsibilities, but money to support these duties has always been slightly short. As a result, underfunding is now almost two billion kroons, according to experts. Thus there is fairly little left of the governing coalition’s promise to make municipalities equal partners with the central authorities. That can set the foundation of Estonia’s success tottering.
