Three people who reached an agreement, a wise man in the pocket, and disruptive issues
“Three people who have reached an agreement are able to achieve more than three thousand who have agreed on nothing.” This idea proposed by sociologist Asser Murutar has guided me from studying rural society to becoming an Adviser to the Economic Affairs Committee of the Riigikogu in 1993, and is also crucial in implementing the idea of Riigikogu Toimetised (RiTo).
Many of the bills and RiTo articles that are presented to the MPs conceal disruptive issues, and therefore better awareness, collective smartness, and involvement of stakeholders are of utmost importance.
The mission of Riigikogu Toimetised lies in providing a knowledge-based space for debating on policies, which would help those participating in legislative drafting to identify and understand contemporary complex, often disruptive issues and risks. Being knowledge-based is the wicked mission of Riigikogu Toimetised.
